The Garrison State Hypothesis Today

The garrison state hypothesis was first published about a quarter of a century ago.1 The object of the present exercise is to consider the significance of the hypothesis in the light of scholarship and of the flow of history to date. The plan of discussion is this: (1) to consider certain points of method and terminology; (2) to examine the prospects for the continuation or discontinuation of the expectation of violence, which is a fundamental factor assumed by the garrison construct; (3) to explore the internal structure of decision within the several nation-states during future years; and (4) to draw implications for the guidance of science and policy.
